I had to do a fair amount of digging to find documentation on that command (finally found it in the knowledgebase article on plain-text email); there is no menu reference for the compose window. The MIME Content-Type: format=flowed spec. indicates that a space character is to be appended to the ends of all flowed lines, whether they be new text or quoted text. Note that the quoted text in this conversation is flowed, and Thunderbird renders it correctly. Edit->Rewrap hard-wraps, which is not spec. Bug, or (deliberate design) feature?
