You can already circumvent DNS-based censorship.

Perform a lookup from one of countless web sites that offer such 
service.

Then add the DNS lookup entry to your own PC's HOSTS file.
That way the browser's DNS lookup is resolved inside your own PC
circumventing DNS-based censorship.
