Spumux and multiple subtitles

I have an issue with multiple language subtitles and spumux. Or I think the issue is with spumux.

I've prepared a file with audio and video: temp.vob
I have two directories containing finnish and swedish subtitle images + spumux.xml .
Sokerileipurin_jouluherkut-1-02.d/ contains Finnish subtitles
Sokerileipurin_jouluherkut-1.d/ contains Swedish subtitles.

I want Finnish subtitles to be on the first stream and Swedish on the second.
1st step;
spumux -s0 -P work/Sokerileipurin_jouluherkut-1-02.d/spumux.xml < work/temp.vob > work/Sokerileipurin_jouluherkut-1-fi.mpg

After which I check the work/Sokerileipurin_jouluherkut-1-fi.mpg with vlc and I can verify that it has one stream of subtitles and those are in Finnish.
Now to add the second stream:
spumux -s1 -P work/Sokerileipurin_jouluherkut-1.d/spumux.xml < work/Sokerileipurin_jouluherkut-1-fi.mpg > work/Sokerileipurin_jouluherkut-1.mpg

I open the resulting mpg with vlc, that being work/Sokerileipurin_jouluherkut-1.mpg
Now I can see there are two streams of subtitles, but the first one is Swedish!

Am I not understanding something here? Ie. what affects the order of the streams in the resulting file?
