Yes, you’re right. But there is a bug in 0.7.0.

Every place but one: in the VMG header
<http://www.mpucoder.com/DVD/ifo.html>, there is the first play PGC
which, like any PGC <http://www.mpucoder.com/DVD/pgc.html>, has a
“playback time” field. The time part of this field in the FPC is zero,
but the frame-rate part still needs to be defined properly (30fps for
NTSC, 25fps for PAL). Unfortunately there is no explicit <video...>
directive you can specify that corresponds to this field, so it can
only be taken from the format default.

This is fixed in the current source on GitHub, which allows you to
specify “format="ntsc|pal"” in the top-level <dvdauthor...> directive,
so it applies everywhere. I haven’t done much else in the way of major
features since 0.7.0, but perhaps it’s worth releasing a 0.7.1 update
just for this reason alone?
