I get a very similar problem on Debian Wheezy (which reports dvdauthor
version 0.7.0-1.1+b2):

I'm using the following control file:

<dvdauthor dest="outputdir">
  <vmgm />
  <titleset>
    <titles>
      <video format="pal" aspect="16:9" />
      <pgc>
        <vob file="video.mpg" />
      </pgc>
    </titles>
  </titleset>
</dvdauthor>

If I run:
export VIDEO_FORMAT="pal" ; dvdauthor -x dvdauthor.xml
then I get 5 files: VIDEO_TS.BUP, VIDEO_TS.IFO, VTS_01_0.BUP, VTS_01_0.IFO
and VTS_01_1.VOB. Checking these 5 files with mediainfo returns:

$ mediainfo * | egrep "name|aspect|Standard"
Complete name                            : VIDEO_TS.BUP
Display aspect ratio                     : 4:3
Standard                                 : NTSC
Complete name                            : VIDEO_TS.IFO
Display aspect ratio                     : 4:3
Standard                                 : NTSC
Complete name                            : VTS_01_0.BUP
Display aspect ratio                     : 16:9
Standard                                 : PAL
Complete name                            : VTS_01_0.IFO
Display aspect ratio                     : 16:9
Standard                                 : PAL
Complete name                            : VTS_01_1.VOB
Display aspect ratio                     : 16:9
Standard                                 : PAL

I've spent so much time trying to understand how to set the format and
aspect ratio that I've probably got it wrong. How do I correctly tell
dvdauthor that I want the all my files in PAL and 16:9?
