Perhaps it's enough to enable "Allow high bits filenames".

That depends on your keyboard and keyboard settings.

You could try to find a key named Multi_key (or Compose) - sometimes
it's the right Ctrl key, sometimes the right Windows key or the Menu
key. You can use xev to find out.

After you found that key, you can press and release it, then press and
release "'" and "e" (one key at a time!).
