-h sets high quality, it is equal to the -q 2 switch, and it can be used
both with CBR and VBR, although it is always automatically enabled when
encoding with VBR.

Nope. The problem is the bitrate of 190 kbps, which is not supported by
lame, and probably not by any mp3 software. The bitrate should be set to
192 kbps, that will probably make more sense to the encoder.

As I said, -h does not exclude the use of CBR.
For instance, my encoder command line is set to this:
-p -m j -h -b %b %w %m
and my bitrate under "options" is set to 192 kbps.
My mp3s always come out the way they're supposed to, that is, in
joint-stereo, with 192 kbps CBR, high quality and CRC. :)

Or for those of us who just likes the bitrate display not flickering
between lots of numbers all the time. :)
