No, ide-scsi was only needed in 2.4 (and perhaps early 2.6) kernels.
With your 2.6.17 kernel cdda2wav should work with the normal (ide-cd)
/dev/cdrom.

If you insist on trying it: yes, that is the way to append a kernel
option in grub.
