It depends how you mean that (and how it may have been normalized).
If the wav files were normalized and then encoded, I don't think
there's any way to tell.

If lame >= 3.94b is used as the encoder, radio replaygain info (aka
track gain) is stored in the LAME tag.  This info can be used by
players to adjust the gain.  You can view the contents of the LAME tag
with madplay (using -T --verbose) or with eyeD3 >= 0.6.14.  (There are
probably other apps as well, those are just two I know of).

If you use mp3gain to adjust the gain, it will store the adjustment in
the APE tag.  I don't know of good APE tag readers offhand, though I'm
sure there are some available.

There is also the normalize program.  It stores the adjustment in the
ID3 RVA2 tag (or XRVA for ID3 v2.3 and lower).

I know there is more to it than this, but hopefully this is somewhat
helpful (albeit a very delayed reply :).
