It would probably depend on the file format. I know that
WMV and MP4 have fields to identify that. I'll have to
check how .rm files handle that.

If you provide me a sample .wmv and .mp4 files with
Chinese or Japanese Title/Author/Copyright info, then
I'll verify how the character set is handled.
