Environment: XP SP2, DX 9.0c, QT 6.5, Pentium-4

Description: 
Using vbrUnconstrainedQuality in an audience yields horrible video 
quality.  This particular audience file specifies a quality of 70. 

>From the spec:
"vbrUnconstrainedQuality - Variable Bit Rate (VBR) based on quality only 
(avgBitrate and maxBitate are ignored). - Targets a specific quality.  
That quality is maintained always to the lack of a maximum bit rate."

How-To-Repeat:
1. Encode a file using the attached audience.
(producer.exe -i 360x240_I420_48k16s.avi -o COD_3.1_05.rm -ad 
COD_3.1_05.rpad")

2. Notice horrible video quality.
