Yes, you must have the WM IPA to get access to the Helix WM Technology.

Hi Scott, 

 Thanks for your reply. 
 We need the Helix WM Technology for reading / parsing the WMA files. We
will NOT use it for decoding the WMA files. 
 So do we still need a Microsoft WM Interim Product Agreement ?
