No, only one party needs to pay
a royalty. Both parties need the license however since both are shipping
binaries of Helix or RARV.

For branding, the RCSL
Commercial (v2.0, page 20) has a bullet at the

top that says "when built on third party media applications",
but

doesn't seem to have the logo requirements for that
category.
