[Open-licensing] License Query on use of Codecs

I am working on a community project where I am attempting to set-up an
Internet based community radio station.  Primarily the radio station
will be streamed to the local community via a WiMax network that has
been installed within the town.  There will also be a stream fed out
into the wider network through our ADSL connection via another companies
server.  The whole project is funded using community grants and is
operated as a non-profit charity for the benefit of the community.  As
the project leader for the radio station I have been looking at a number
of options for streaming the signal to clients on the users computers.

The aim of the project is to work with Open Source Software wherever
possible so the Helix DNA server is of great interest for us.  I have
looked at a number of different streaming options both open and closed
source.  After reviewing the options available I am leaning towards
using the Helix server due to its ability to stream a number of
different audio and video file formats.  I was also impressed with the
availability of the number of different clients available for a range of
platforms giving us the ability to stream to as wide an audience as
possible.  We are not intending to distribute any clients of our own but
provide links to the Real Audio/Helix Community websites to allow the
end users to download the clients/codecs for themselves.

I am now in the process of finalising the specification for the software
we are to use and this is where the question arises.  We would like to
use the Real Audio codecs and I am unsure as to the licensing as to
using the codecs for producing the streams.  As we are a non-profit
organisation the use of royalty free codecs is also a major requirement
for us.  If you could please advise as to the licensing requirements and
if the producer codecs are free for use I will be able to complete the
design specifications.
