[Open-licensing] Can we redistribute the codec dlls?

I am interested in doing a Real Audio DirectShow decoder. Karl Lillevold suggested that we use the Real audio and videoc codec DLLs that are already present in the system. But what do we do if the codec dlls are not present in the system? Are we allowed to redistribute the Real DLLs?
