usb_set_configuration not permitted

I've installed libnjb (2.2.3) using the source RPM on my SuSE 10.0 system. 
I've also installed Gnomad2 from its source RPM. When running as root, I can 
access my device using both the sample scripts (handshake) and Gnomad2. When 
running as a normal user, I get the error usb_set_configuration: Operation 
not permitted from both.

I've searched the list and the web for answers, and it generally boils down 
to the hotplug script nomadjukebox. While this is installed and set up, SuSE 
10 (and I'm guessing other modern distros) have abandoned hotplug in favor 
of udev.

So this script never gets run. udev assigns a /dev entry (/dev/usbdev-#-#). 
The /proc system shows the device information, as expected. I've tried 
modifying the permissions of the /dev entry, and even changing ownership to 
my user account, but nothing seems to get it to work.

Is there something I need to do to get udev to cooperate with libnjb? Is 
this even a udev issue? I'd appreciate any help.
