Yes, there is.  The whole protocol is documented, beginning to end.

However, the license for this spec includes the following:

(b)	This license does not include the right to distribute your
Licensed Implementation. In order to distribute your Licensed
Implementation, you must download the Microsoft Windows Media Transport
Porting Kit and accept its license terms.

The porting kit is available here:

And includes this gem in the license:

(e)	You must not
modify or distribute the source code of any Distributable Code

.	others have the right to modify it.

Which looks to me like GPL is excluded but BSD is OK.

Now that presumes you want to use the porting kit.  If you're just using
the list of extensions, it looks to me like you're fine.

IMO, the right thing to do long-term would be to use the porting kit and
implement the full protocol for maximum correctness, and then release it
under a non-GPL license.

Short term, of course, whatever it takes to get it working is grand.
