moving beyond wavelets / FFT

Hello all, I recently received an announcement at my workplace (NASA Ames) that offered a class in this technique: " Dr. Norden Huang of Goddard is the developer of a new methodology, the Hilbert-Huang Transform (HHT), for the analysis of nonlinear and nonstationary data. This technique produces significantly better physical results in comparison to existing analytical methods such as Fourier Analysis and Wavelets. " I am something of a novice when it comes to video codecs so this may be totally useless, however I know existing codecs use FFT and wavelets, so perhaps this new analysis technique could be used to make a better codec. I don't know the computational requirements it would impose. I can't find the (a) paper on it available on the web.
