Yes, one generally does better with high quality source, if only because the most common analogue artifact is noise. Note that vqeg.org has a collection of test sequences that have all been degraded in particular ways. They were developed to test video quality measurement proceedures and so (tangentially) address precisely this issue. You might look at that in terms of testing particular codecs. BTW, we've also mirrored the unmodified sequences at media.xiph.org. At the moment we only have space for that subset.
