Neither of these really have much to do with the file format, though, as
far as I know.  Basically, what it sounds like we've got here is a desire
for a 'pointer to external stream' specification for .ogg, analogous to, 
e.g., the IMG tag in html ('pointer to external image').  The actual fetching,
displaying, etc. is the responsibility of the 'player' (browser) or 
possibly encoder, in the case of exporting a 'flattened' movie.  

These COULD also be defined as a form of playlist format rather than inherent
in the .ogg file format (does SMIL have a 'play simultaneously' tag?).

(something like:

play show-intro.ogg
play {episode1sound.ogg,episode1video.ogg,episode1swahilisubtitles.ogg}
play {episode2sound.ogg,episode2video.ogg,episode2swahilisubtitles.ogg}
(etc.)

It would be up to the player to implement that feature if they wanted.

Not that I think there's anything wrong with having an 'external reference
stream' specification - it'd be rather handy for things like text-based
subtitles as well as the examples you mentioned, certainly.  I'm just
thinking that I'd rather see the 'core'  functionality solidified and usable
(so that basic support for Ogg Theora can start going into, e.g.,
MPlayer/mendcoder and ffmpeg and so on as soon as possible) before 'add-on'
features, as much as possible.

(the Theora and Ogg CVS's have been AWFULLY quiet lately, I don't think Theora
has had any updates at all since the first alpha release...rabid fan of
the project that I am, the silence is driving me nuts...)
