As has been said before this has little to do with ogg. Put some smill data in an ogg stream in the file and let the player figure it out, there is an existing standard for this stuff. The only thing which would be usefull to standardize for ogg in this context I can think of would be a method by which you can index specific streams in an ogg file with an URL (but I know very little about ogg, for all I know they did that already).
