That is incorrect. The user agent MUST support PCM-encoded WAV files and 
SHOULD support Theora and Vorbis. Except for the WAV requirement and the 
Theora and Vorbis recommendations, the HTML 5 draft is not defining 
anything like a "default codec" but clearly states: "user agents may 
support any video and audio codecs and container formats."
