[PD-announce] [meta] first-time list posters are now moderated

dear all,

due to the excessive amount of SPAM we have been seeing in the last 
months (both here and on pd-dev), I've decided to switch on moderation 
for new list members.

this basically means, that whenever a new user signs up, their first 
post must be manually approved by the list moderators (the number of 
which is currently in the lower single-digit range).
it might take a while until the moderators find time to attend to 
first-time posts, so that's a bit of a bummer.

if all went well, existing members should not be affected (as in: no 
moderation for ye old timers) - at least for 97% of the users.
