Writing subtitle parsers is not that difficult. Normally I'd just write
the different parsers and output modules for mkvmerge myself, just send
my some example files for the popular formats. I know about the SRT
(subtitle ripper?) and MicroDVD formats already.

Of course you cannot read a text subtitle format and output a graphic
format (e.g. converting from SRT to PNG). BTW: MPlayer usually displays
TEXT subtitles better than VobSub subtitles as it also does some funky
anti-aliasing, and you can scale them arbitrarily ;)
