[NeoStats-Devel] Introducing limitserv

A forum request for a bot that would manage limit levels for channel was the
source behind this module. At the moment, it doesn't do anything other than
manage a list of channels. 

Ultimately it will join this list and manage the limit setting for the
listed channels but for now it is just a framework that can be built upon as
time permits.
