[NeoStats-Devel] SecureServ SVN broken

When attempting to make a commit to SVN secureserv, SVN locks in an infinite
loop without error. I know we have had this problem before on parts of the
repository while others work OK but do not know the cause. 

Please run whatever we normally have to run to fix this.
