Thought you would like to know that this problem appears to be fixed.  A 
big thanks to the webmaster at OASIS.

I found the same situation.  However, configure from gtk+-2.4.9 could 
not find the libraries for libtiff or libjpeg.  Also, Fink did not build 
GTK+2 for X11.  I would like a good configure line so that I can build 
GTK+2....

It appears that Fink is broken, as the pc.in files are there so the 
pkg-config files will build.

It did not when I manually built all of the dependent packages.  I have 
a written list and what order I built them in.  I don't feel like 
deleting Fink and the /sw directory tree to run through this again (but 
I can.)
