Hi Micha,
Most of these problems are fixed in the openoffice.org.il release of OOo 
2.0.4, but there is no XML magic that will solve the problem, it's 
hard-coded. Sometime next year we plan to integrate more closely with 
Fedora. Two weeks ago we started a similar cooperation project with 
Debian.org to provide the Hebrew localization for them directly, since the 
"language pack" technology in OpenOffice itself is not sufficient.
