[OOo-Hebrew] Hebrew encoding in Openoffice 2.2 from OOo.org.il

I've just noticed a problem with the version 2.2 file dialogs on a Linux machine. It seems that the File->Open and File->Save (as well as the templates) dialogs expect files and directories encoded in Windows-1255. So directories created with konqueror, or on the CLI which all use UTF-8 today, appear in the Openoffice.org.il dialogs as gibberish. And files created by Openoffice.org.il appear as question marks in any other interface. The Fedora supplied rpms didn't show this behavior. Is this by design? Is there a work-around to get OOo.org.il dialogs to use UTF-8?
