As far as I know, there is no "Windows spell checker", although there  
is a spell checker in MS Word.
The OpenOffice Hebrew spell checker is based on hspell, which goes by  
the Academia standards. Unfortunately, when it comes to Hebrew  
writing, there are many homographs. That is a problem with all spell  
checkers.
However, Openoffice has a feature that can help: word auto- 
completion. While writing, OpenOffice learns the words you use, and  
suggests them when entering a new word, so you won't need to type the  
full thing. This feature can be really handy for dyslexic, since one  
does not need to type the full word over and over again.

OpenOffice does not come with a built in clipart library. However, it  
is easy to add your own clipart to OpenOffice's gallery so it will be  
available "like the clipart in word". There are many free clipart  
websites on the web, including  http://www.openclipart.org/ . Another  
option would be to pick up one of those cheap clipart CD's (found in  
Office Depot and the like), and add the contents to OpenOffice's  
gallery.
