Hi Nadav,

The language packs that you can get from a regular OOo build include the 
following items with localizations:

UI
document templates
wizards
help
dictionaries

When you build a language pack, it gets its translations from 
localization files in the OOo source tree. These are the same files used 
to build the Hebrew OOo on openoffice.org.il. There are some translation 
differences between the openoffice.org version and openoffice.org.il 
Hebrew version, since we usually change a few things before we release 
our version. But on the whole, the two versions use the same files.

I'm not familiar with Fedora's OOo language pack, but it's probably like 
what I described above. Not all of the elements in my list exist for 
Hebrew (help, for example), so those would be missing.
