Hi Alan, Nadav,
Note that there are a lot of features that you get with the Hebrew 
version of OOo from OpenOffice.org.il that you don't get from the Hebrew 
language packs. For example:

Hebrew installation program
Hebrew default settings
Hspell built-in (from 2.0.4 at least)
Culmus Hebrew fonts

There are probably other features as well that I have missed.
