Thanks for the welcome. I have also seen the message from Charles
Schulz, and have registered at l10n.openoffice.org, but a few things
are still not clear to me. How do I get an entry for Oriya on the
above page? Is it just a matter of writing to Pavel Janik? I think at
the moment, we will just register at l10n.openoffice.org. At a later
point of time, we will ask to join the Native-Lang Confederation as a
Level 1 project.
  What I would like most of all at this point is to be able to submit
a bug report for Oriya rendering in OpenOffice, which still has
significant problems even for version 1.9.109. We have a detailed
report written up, listing improperly formed conjuncts from a
comprehensive list of Oriya conjuncts, but I cannot figure out where
to submit it. The normal bug reporting system for OpenOffice does not
seem to have a component for Oriya. I considered submitting it under
OpenOffice writer, but even there it is not clear what sub-component
to fit it under. I have submitted a bug report to IBM ICU, but without
any reponse so far. Any guidance on this would be appreciated.
