I can confirm:
$ md5sum icu/download/icu-2.6.tar.gz 
6d316b8a95fec8fb708b38dc2b62aa83 icu/download/icu-2.6.tar.gz

This is the file that is in the sources.
And icu/icuversion.mk reads:
ICU_MAJOR=2
# minor
ICU_MINOR=6
# micro
ICU_MICRO=0

So undoubtfully OOo uses 2.6.0
(but it applies a patch to it: icu/icu-2.6.patch)
