Good question. I always include the full text of the PDL and the end of
my docs. However, if you have noticed, near the beginning is a Copyright
and trademark information section with a full text link to 
http://www.openoffice.org/licenses/PDL.rtf. So I don't see a problem
leaving the English full text off. 

Nonetheless, I am cc'ing Louis for an opinion.
