Reading the issue 116119, I would rather say; "thanks for the feature 
information" :-)

"In previous OO versions, the extensions installed even when the basic 
libraries extisted on the computer.
sinds OO330m17, when a library extist, the extention do not installs
please: change the unclear error message to ask for removing the 
lybraries involved"
