* Added page navigation bar to ticket overviews in the Dashboard

FIXED BUGS:

* Bug# 4031 - Generic Agent did not handle ticket create time
               settings correct. It is intended to be set/changed
               via the administrator interface but the settings
               were ignored during the job processing.

* Bug# 4048 - Subject started with "Re:" when creating new
               tickets via E-mail-Ticket option. But "Re" is
               intended to be used for replys in existing tickets
               only.

* Bug# 4044 - WYSIWYG context was not shown correctly in the
               Ticket-Zoom if "Expand Mode" was used.

* Bug# 4089 - root on OTRS Server got an E-mail every 10 minutes
               (Can't call method "FETCH" on an undefined value
               at...Net/LDAP.pm line 274).

* Bug# 3870 - root on OTRS Server got an utf-8 to iso-8859-1
               conversion notice messages on each incoming mail.

               framework or operating system was allowed by using
               the administration interface.
