Serbian translation

Chronic time shortage these days slowed me a lot, but finally
first version of Serbian translation is finished.
We tried to test it with actual OTRS installation (3.0.0 beta3), but
unfortunately without  success.
We unsuccessfully  tried both UTF and ISO encoded translation files, with
UTF system just didn't work without any info and when we tried ISO encoded
files we got system error:

"Bad name after View' at ../..//Kernel/Language/sr_Cyrl.pm line 3256."
immediately after change language.

I am not very good with Perl, but after consultation with colleague
(expert perl user) he pointed to possible problem with syntax error in
usage of double quotes, but with our understanding of OTRS logic and
time available we couldn't locate error.

Nevertheless, I attached both UTF and ISO encoded Serbian (Cyrillic
and Latin) files. Translation is based on German file ver. 1.239 with
most text strings translated except sysconfig part . I hope that you
will be able to check this files, correct eventual errors or suggest
me what correct or change, and of course bundle it with next beta
version.

Regarded Your suggestion about OTRS version, we will stay on version
3, because we are not ready to use it jet, and expect to prepare
everything for start just about the same time we expect that OTRS
stable  (v3.1) will be ready.
