New Brazilian Portuguese translation for OTRS 3.x.x

The main strings of pt_BR.pm file (OTRS 3.x.x) were translated. I'll
continue to translate the remaining strings (about 30%), but I
thinkthe file is already very good for now and can be used for most
users. I and other guys here are working in order to get other modules
files of OTRS translated too, like ITSM, FAQ... and we'll share them
very soon. Feedback will be very appreciated.
