Thai translation for OTRS

Hi,

I would like to translate OTRS fontend into Thai and have followed 
intruction from 
http://doc.otrs.org/developer/3.0/en/html/contributing.html#translate.   
I have translated a few words/sentences and tried to test if it worked. 
The "Thai" were in preferences list but there was no Thai words appeared 
fontend GUI.

I have noticed that some char-set in language files are ASCII but some 
are UTF-8-without-BOM.

Please suggest tools, char-set and/or any necessary information needed 
for language translation.
