That should be the only file that needs to be translated. You can setup 
a new language template with the script

$OTRSHOME/bin/otrs.CreateNewTranslationFile

If not all parts of OTRS are translated, we have to add localisation 
for this parts..., maybe we forgot to do this before. Can you tell me 
the parts, that are not translated?
