I agree with the removal of these files until

1) Our INSTALL file has been rewritten
2) We have a regular translator available


I think that we should have the INSTALL.language file be inside of
coWiki docs and exported into the archive every time we have a new
release.

Also, this way we can have documentation contributors easily do
translations online.. and not in CVS.

One day we can have different coWiki Docs webs for different
languages:  coWiki Docs.de etc..  =)
