I think this needs to be set on a per user level.
I intend to create a setting for 'enable advanced functionality'
anyway.. everything will be viewable without javascript.. but you can do
some truly nifty thingsin compliant browsers (wysiwyg customization of
site look and feel , which gets saved to a per user style sheet.. etc.)
