Due to a temporary misconfiguration here, the texttopdf program was missing
when a user attempted to reprint a stopped job (a text/plain file) through
the browser.

The job disappeared from the list without having been printed... Subsequent
attempts to reprint the same (or any other text/plain) file resulted in an
error about being unable to print text/plain. (It would've been nicer, if
the error message contained the actual problem-description -- that
texttopdf is missing -- but this bug-report is not about that.)

Examination of cups error_log revealed the following:

E [23/Jan/2016:18:58:13 -0500] [Job 364] Unable to start filter "texttopdf"
- - No such file or directory.
E [23/Jan/2016:18:58:13 -0500] [Job 364] Stopping job because the scheduler
could not execute a filter.
E [23/Jan/2016:19:07:01 -0500] [Job 364] Unable to convert file 0 to
printable format.
E [23/Jan/2016:19:07:01 -0500] [Job 364] Aborting job because it cannot be
printed.

It seems obvious to me, that instead of abort, the unprintable job should
return into queue (in a stopped state) -- preferably with a description of
the problem.

There a user can always abort it himself, but in the situation, where the
original file is no longer available, such silent abortion will cause a
data-loss...
