preliminary wts-in-clist patch

Hi all,

   Here is my current snapshot of the wts-in-clist patch. There are a
few optimizations and memory tweaks I still plan to do (like handling
NULL alloc cases, and using the standard gs memory structure for the
internal WTS state), but this should at the very least get images
working in the banded wts case.
