Inspired by bug #68597.

Several factors influence the construction of the font and macro search paths:
selection of `-U` unsafe mode, environment variables, `-F` and `-M` option
arguments, and build configuration.

Make _troff_ report these data when run with `-v`/`--version`, honoring the
affect of any other command-line options that influence the population of the
search paths.

This change will require some minor refactoring of GNU _troff_'s `main()` when
handling "case 'v'" of _getopt_long_(3)'s return value.  Presently, that case
_exit_(3)s immediately.
