Generally speaking I would expect that pairing might cost more
between starting a module and getting it ready to submit to the
repository, but that the module would be of higher quality.

Generally speaking I would expect that teams that pair would be more
flexible than teams that do not, as people learn more parts of the
system.

Generally speaking I would expect that teams that pair would become
generally faster than teams that to not, as people learn more about
programming and about each other.

I would ask managers who say that pairing costs more to show me
their comparative numbers and to explain how they made the
comparison. I would be surprised if they had numbers at all.

I'd be delighted to see such numbers, and I'm sure that anyone who
had decent numbers could get a paper accepted at the next Agile
conference.
