Andrey, Once your at the table you may get a chance to speak, but it's getting the to table that is the issue. We're a moderate sized firm (~4,000) doing construction (de-construction), and any exec (Director or above) has very little time to interact with anyone other than the direct reports and those asking for time from above. I spend my time doing some emails and catching up on phone calls while waiting for others to do the things I've dispatched them to on my behalf. Usually a few minutes over lunch or between meetings. I spend time here, because it has direct benefit to my job (Program Office), but not much is left for even casual reading or relaxing. My boss has even less time and his boss has zero free time, so getting the opportunity to present some idea from essentially a stranger is nearly impossible. In addition having access to such people is also nearly impossible, the idea of walking into the CFO's office (if your no already on staff or known to have value), is flat impossible.
