I would agree that the dev team SHARES the responsibility. The XP model, however, states clearly that the business decisions belong to the business people. In XP, the dev team does what the customer SAYS, not what they somehow magically know that the customer SHOULD SAY. Instead, the XP team would help the customer learn what he really wants, what he really should say. Then, when he says it, the team does it.
