Who are we trying to talk to?

I had a longer post on this topic, but it got erased. I will resum
my ideas and further elaborate if needed or asked.
I think we are addressing the wrong people in this discussion. From
what I have seen in large corportations, and described here, most
high level decisions makers delegate the day-to-day activites and
decisions of execution to other people. This seems like this is a
good idea for most organizations since you really do not want the CEO
proofing user manuals and restting margins, do you? That is not the
job of a CEO. Therefore, why are we asking these high level people
to be involved with a decision and activity that the high level
peoples normally would delegate to someone else?
I feel that if the idea is to get XP-concepts adopted in larger
organizations, perhaps we need to talk with the people who feel the
real pain. The hihg level people are NOT the ones feeling the pain
of a sputtering, nonresponsive software development process. I
figure the people in pain are the actual people doing the work or
those trying to remove obstacles and providing resources to the
workers. Why then are we not trying to address the actual people
doing the work or the managers responsible for the workers's
results? To try and bring XP-concepts from the top seems silly and
an unnecessarily tortured path to get to the real people we might
want to communicate with.
